With reference to your letter No.92672/32 of the

13th October and in continuation of our minute of the 19th October

regarding the selection of an Engineer Ship Surveyor for service

in the Marine Department, Hong Kong, I have the honour to transmit

herewith a copy of a letter dated 19th October from Mr.J.G.Charlton

in reply to the offer of the appointment made to him (subject to

medical examination) at an interview at this Office on the

19th October. We shall be glad to be advised of the nature of

the reply which should be made to him.

2. Mr. Charlton has been strongly recommended by the

Board of Trade for appointment. I may add that we formed the

opinion when we interviewed him that he was the best candidate yet

interviewed by us for appointment to this Service.

3. He raised the question of a higher commencing salary at

the interview, but was informed that we had no authority to offer

a higher salary than the minimum of the scale, i.e. £550 per annum.

He was further informed that we could give no undertaking as to

his being placed on the permanent and pensionable establishment.
